Issued on 12 July 2025, the law sets a unified framework for contractor classification, oversight, and accountability across Dubai — including special development zones and free zones. A new committee (chaired by Dubai Municipality) will approve activities, assign supervising entities, and coordinate policy. An integrated e-system linked to “Invest in Dubai” will centralise contractor registration. There are clear rules on operating within one’s classification and restrictions on subcontracting without approval. Fines range from AED 1,000 to AED 100,000 (with doubled penalties for repeat breaches), and the law takes effect six months after publication; existing contractors must regularise within a year.
